My employee handbook says PTO will be paid out upon termination. Does that mean that only employees who are fired will be paid out?

Probably not, but the wording is certainly awkward. The company probably means separation of employment rather than involuntary termination. Depending on the state you live in (and some cities), payment for unused PTO is mandatory under the law. You might want to ask your HR representative to clarify, but I’d be willing to bet they don’t mean only people who are fired will receive payment for their earned PTO.
