Independent Contractor Earnings Limitations

I am an Independent Contractor who has been funded for the First Round PPP and recently received notice of forgiveness.

I expect to be funded for Round 2 however my vendor has asked that I work a limited schedule as opposed to 100% layoff in 2019 during Round 1 funding.

Are there guidelines as to how much independent contracting/1099 income I could earn during the 24 week PPP funding period?

I read one CPA firm suggested it is not wages and the full amount could be a “draw” or”commission” implying a one-time use of funds.
